First Aprendizagens Essenciais for Cidadania e Desenvolvimento

Despacho n.º 10637-A/2025, of 9 September 2025, approved the first essential learning outcomes (Aprendizagens Essenciais) for Cidadania e Desenvolvimento. The new framework

The outcomes follow the new national citizenship strategy (ENEC), approved by Council of Ministers Resolution n.º 127/2025 of 29 August 2025 22. It replaces the 17 domains of the 2017 strategy with 8 mandatory dimensions in two groups:

A point the law has not settled

The annex to DL 70/2021 still lists the old 2017 domains, and no amendment has changed it 44. Decreto-Lei n.º 70/2021, de 3 de agostoDiário da República. We suggest planning against the 8 new dimensions and the new outcomes, since these are what the school will assess, and noting where the old annex domains overlap. Schools may differ, so confirm with yours.
