DL 99/2025 abolishes DGEstE

Decreto-Lei n.º 99/2025, of 28 August 2025, created AGSE, I.P. and abolished the Direção-Geral dos Estabelecimentos Escolares (DGEstE), together with DGAE and IGeFE, with effect from 1 September 2025 11. Decreto-Lei n.º 99/2025, de 28 de agostoDiário da República.

Why it matters for home education

DL 70/2021 gives DGEstE several roles 22. Decreto-Lei n.º 70/2021, de 3 de agostoDiário da República:

• deciding requests for individual tuition (ensino individual), after the school's opinion;
• deciding appeals against a school's refusal of home education (ensino doméstico);
• receiving each signed collaboration agreement (protocolo de colaboração) for deposit within 10 working days;
• drafting the model protocolo that most schools still use.

DGEstE's functions were split between AGSE (coordination and support to school organisation), CEJURE (legal matters) and the regional CCDR, I.P. 1. DL 99/2025 does not mention ensino individual or ensino doméstico, and DL 70/2021 has not been updated to name the new bodies. We could not confirm which body now exercises each of these powers.

What to do

• Your day-to-day contact does not change: requests, protocolo and portfolio all go through the director of your school of enrolment.
• For ensino individual requests and appeals, ask the school in writing which body it forwards the file to, and keep the reply.
• The old dgeste.mec.pt site was still online in September 2026, but treat its pages as historical.
