DL 105/2025 creates EduQA and abolishes DGE and IAVE

Decreto-Lei n.º 105/2025, of 12 September 2025, created the Instituto de Educação, Qualidade e Avaliação, I.P. What EduQA does for homeschooling families

• It holds the curriculum documents that DL 70/2021 makes the reference for home education: the essential learning outcomes (Aprendizagens Essenciais) and the Perfil dos Alunos 1.
• It writes the national tests: provas ModA in 4.º and 6.º ano, provas finais in 9.º ano and the secondary exames nacionais. The current exam regulation names EduQA as the author of these tests 44. Despacho Normativo n.º 3/2026, de 23 de fevereiroDiário da República.
• It runs the revision of the Aprendizagens Essenciais that went to public consultation in 2026.

Watch out for old pages

The dge.mec.pt and iave.pt sites were still online in September 2026 and still host most curriculum PDFs, while new material appears at eduqa.pt 2. Some DGE pages have not been updated. The DGE page on ensino doméstico still says homeschooled pupils take ModA on request 33. Ensino Individual e Ensino DomésticoDireção-Geral da Educação, but since 2025/26 they are enrolled automatically under Despacho Normativo n.º 3/2026 4. When a DGE page and a published regulation disagree, the regulation prevails.

The Júri Nacional de Exames (JNE) continues to organise the exams.
